What is the airport operations manual?

Airport operations manual is a manual compiled as per Civil Aviation Regulations (CAR) Part 139.02.3 requirements. The operational manual serves as a guideline and standard for the installation, operation and maintenance of an Aerodromes Civil, electrical and navigational Aids. It also ensures that there are appropriate procedures in place to address and achieve the required safety standard.
Operation manuals are required to all South African aerodromes from category 2 and above as per CAR, Part 139.02.3. The manual includes the following requirements:

• Layout of the Aerodrome
• Organisation Structure responsibilities
• PARTICULARS OF THE AERODROME SITE
• PARTICULARS OF THE AERODROME OPERATING PROCEDURES
• Aerodrome Lighting Part 139.01.5 and Part 139.02.26
• Notification of aerodrome data and information: Part 139.02.12
• Control of access into restricted areas: Part 139.02.28 and 139.02.31
• Aerodrome inspections by aerodrome operator: Part 139.02.26
• Aerodrome works safety: Part 139.02.23
• Aircraft parking control: Part 139.01.17
• Airside vehicle control: Part 139.01.16, Part 139.01.26 and 139.02.31
• Environment management Programme: Part 139.02.11
• Obstacle control: Part 139.01.30
• Supply of fuel to aircraft part 139.01.23
• Apron cleaning and FOD Removal. ICAO Doc 9137_an/898 Part 8 and Part 139.02.11(1)
• Disabled aircraft removal
• Handling of hazardous materials: Part 92.00.1 through 28
• Protection of radar and navigational aids: Part 139.02.32
• Low visibility operations: Part 172
